Understanding Council Meeting Agendas and Minutes

Council meeting agendas and minutes are key tools that help residents understand how decisions are made and how municipal business is conducted. The Village of Donalda is committed to transparency and providing clear, accessible information about Council meetings.


What Is a Council Meeting Agenda?

A Council meeting agenda is a document published before a Council meeting. It outlines the topics Council will consider, including reports, bylaws, resolutions, and discussion items.

Agendas help residents:

  • See what matters Council will be discussing
  • Prepare to attend or observe a meeting
  • Understand the structure and flow of the meeting

Agendas may include both public items and confidential (closed session) items, as permitted by provincial legislation. Confidential items are listed in a general way to protect privacy and legal interests.


What Are Council Meeting Minutes?

Council meeting minutes are the official written record of decisions made at a meeting. They document:

  • Motions and resolutions
  • Decisions and directions given by Council
  • Voting outcomes, where applicable

Minutes are not a transcript of everything said. Instead, they provide a clear and accurate record of Council’s actions and decisions.


Why Some Items Are Discussed In Camera

From time to time, Council may move into a  closed (in camera) session  to discuss matters that must remain confidential, such as legal issues, personnel matters, or information protected by privacy legislation.

Council only moves into closed session when permitted by legislation, and any decisions must be made in the open session of the meeting.


Updates to Agendas and Minutes

Occasionally, an agenda may be updated to reflect additional items or administrative changes. When this occurs, the updated agenda is reposted for transparency.

Minutes may also be amended after approval to correct errors or clarify decisions, following proper procedure.

Residents are encouraged to:

  • Review Council agendas before meetings
  • Attend or observe Council meetings
  • Read approved minutes to stay informed about decisions
  • Contact the Village Office with questions about meeting materials

Council meetings are an important part of local democracy, and public awareness and participation help strengthen decision-making and community trust.
